The Ministry of Internal Affairs of Russia has developed a draft resolution of the Government of the Russian Federation on Amendments to Resolution of the Government of the Russian Federation No. 1510 dated November 7, 2024 “On conducting an experiment on testing the rules and conditions for entry into and exit from the Russian Federation of foreign citizens and stateless persons.”

The propose is to consolidate the obligation of foreign citizens from visa-free countries (in particular, persons entering Russia for study and employment) to submit application for entry into the Russian Federation and stay (residence) in the Russian Federation in electronic form using the mobile application of the federal state information system “Unified Portal of State and Municipal Services (Functions)” no later than 72 hours before their planned entry into the Russian Federation.

The provisional effective date of the changes is July 1, 2026.
