Compliance with the migration legislation of the Russian Federation is the duty of every foreigner which ensures a legal stay in the country and prevents legal consequences. This includes observing the period of stay, registration of the necessary documents (visa, annual mandatory medical examination, residence permit), registering for migration and matching purpose of entry with actual activities. Violation of these rules entails administrative or criminal liability, including fines, deportation from the country, or imprisonment. In addition, failure to comply with the law may result in the listing of controlled persons with travel restrictions, bank blocking, marriage, acquisition of property and other actions. The observance of laws contributes to the maintenance of law and order and the creation of favorable conditions for integration into society.
One of the priority ways to avoid possible problems for the entire period of training at the University is to obtain a temporary residence permit for educational purposes.
A temporary residence permit for educational purposes is a special status that allows foreign citizens to legally stay in Russia for the entire period of training at the University and another 180 days after graduation. It was introduced by the Russian authorities to attract international students and simplify their legal situation in the country.
A temporary residence permit for educational purposes is available to foreign citizens who study full-time in Bachelor’s, Specialist’s, Master’s, residency, internship, postgraduate (training of scientific and scientific-pedagogical personnel) programs.
What are the main advantages of temporary residence permit for educational purposes?
- Stay in Russia for the entire period of training and 180 days after graduation. This gives you time to decide on future plans, apply for a residence permit or obtain another legal status.
- Free medical care under the compulsory medical insurance policy (with the exception of high-tech services).
- Official employment without a patent and work permit in the region where the permit was issued.
- The opportunity to register at the place of residence (to obtain permanent registration).
- Simplified procedure for obtaining a residence permit within 3 years after graduation.
- No need to confirm residence in Russia annually, take an exam in the Russian language, history and the basics of legislation of the Russian Federation.
- For citizens of visa-free countries there is a multiple entry visa for the entire validity period of the residence permit for educational purposes which does not require an extension.
When transferring to another university or to another educational program, the residence permit for educational purposes continues to operate if full-time education and the state accreditation of the program are maintained.
Why is it important to get the residence permit for educational purposes?
Registration of the residence permit for educational purposes ensures legal security and stability during the training. International student without this status may face restrictions on accommodation, medical care and employment. The residence permit for educational purposes also gives prospects for further residence and integration into Russian society.
To get the temporary residence permit for educational purposes you must submit an application to the Migration Department of the Ministry of Internal Affairs of the Russian Federation for the Rostov region in person or through the portal of Public Services and provide documents (passport with a notarized translation, a migration card, documents confirming full-time education, medical certificates and others). The application review period is 38 working days.
