ATTENTION FOREIGN APPLICANTS!

The application process for a Russian study visa

The Dean’s office issues an invitation within 30 days after the submitted documents are analyzed and a foreign citizen is admitted to the Preparatory Faculty on Training Foreign Citizens or to the 1st year of the Faculty on Training Foreign Students and Postgraduates. Entry into Russia (for countries with a visa entry system) is carried out with a study visa issued at the Consular Department of the Russian Embassy in the applicant’s country based on the invitation from the university. The following documents must be submitted:

  • a copy of a passport valid for at least 18 months;
  • notarized translation of the passport.

Attention! In all documents the applicant’s first and last name in Russian must correspond to those specified in the entry visa.

The medical insurance policy is prerequisite for enrollment and training at the university.

 

The procedure for passing a medical examination and mandatory fingerprinting.

Federal Law No. 274-FZ of 01.07.2021 «Concerning the Introduction of Amendments to the Federal Law «Concerning the Legal Status of Foreign Citizens in the Russian Federation» entered into force on December 29, 2021, according to which foreign citizens who arrived in the Russian Federation for a period of more than 90 days are subject to mandatory fingerprinting and photographing. To do this, it is necessary to apply the territorial body of the federal executive authority of internal affairs in person. The following documents must be submitted: the identity document, the certificate of the absence of human immunodeficiency virus disease (HIV infection), and other documents of passing medical examination.

The term of temporary stay of foreign citizens in the Russian Federation is reduced in the case of:

— a foreign citizen will not pass fingerprinting, photographing, medical examination at fixed time;

— the fact of the use of narcotic or psychotropic drugs will be revealed, or it will be established that foreign citizens suffer from HIV infection or one of the dangerous infectious diseases.

 

Migration registration of foreign citizens in the Russian Federation

Foreign citizens must visit the Dean’s office within three days after arriving in Rostov-on-Don to sign a contract and submit the following documents to the Department of visas and registration (in case of granting the right to live in dormitories of RostSMU):

a) passport and copies of all pages (1),

b) migration card with a border crossing stamp (to be filled in at the airport) and a copy (1),

c) residence order (copy).

If a foreign student of RostSMU does not live in the university dormitory, he must be registered at the place of stay within the established period independently. Registration is carried out by a person who provided a dwelling for a living. A copy of the registration must be submitted immediately to the Department of visas and registration.

Procedure for retrieving and extending a visa to foreign citizens in the Russian Federation

The documents required for extension the validity of visa must be submitted to the territorial body of the Federal Migration Service of Russia no later than 20 working days until the expiration of the validity period.

An ordinary study visa is extended by the Migration Department at the place of registration of a foreign citizen by issuing a multiple-entry visa for the period of study but not for more than one year.

To extend the validity of an ordinary study visa the following documents must be submitted to the Department of visas and registration no later than 45 days until the expiration of the validity period:

  • application form (Appendix № 1 to the Administrative regulations) — the application form is signed personally by a foreign citizen;
  • foreign passport or other document certifying the identity of a foreign citizen which is recognized in the Russian Federation; 2 copies of all pages of the passport with marks that contain information about a foreign citizen and the validity period of the passport;
  • migration card and 2 copies;
  • detachable section of the notification of a foreign citizen arrival at the place of stay and 2 copies;
  • 3 matte photos (3×4 cm);
  • a copy of the contract for training or referral of the Ministry of Education and Science of Russia (1);
  • receipt for payment of the state fee.

 

ATTENTION! The passport must be valid for at least 6 months before the visa expiration date.

Foreign citizens whose national passports expire must renew them and submit to the Department of visas and registration within three days.

 

Foreign citizens have the right to apply for a temporary residence permit for the purpose of training (TRP). The TRP is issued for the period of training and the next 180 calendar days (a multiple-entry visa will be issued for the duration of the TRP). A student can apply for a residence permit after graduation.

 

The rules of migration registration and residence of foreign citizens and stateless persons arriving to the Russian Federation for training

  1. The period of registration for migration registration of foreign citizens is 7 working days.
  2. If it is necessary to travel abroad or move around the territory of the Russian Federation, foreign students must apply to the Dean’s office of the Faculty on Training Foreign Students and Postgraduates to obtain a travel permit.
  3. If a student is in a medical organization, he must notify the Department of visas and registration within three days.
  4. A foreign citizen must leave the Russian Federation within a prescribed period after graduation or expulsion.
  5. A foreign citizen who violates the rules of stay and movement on the territory of the Russian Federation is liable under the legislation of the Russian Federation.
